The National Assembly proposed a bill to abolish the National Security Act on the 20th of last month under the pretext of “democratic development.” The only defense mechanism against “anti-state organizations” that deny the legitimacy of the Republic of Korea is on the verge of disappearing.
The main political parties that proposed the Abolition of the National Security Act (2110236) are the Justice Party and the Democratic Party. The bill is sponsored by the Justice Party’s lawmaker Kang Eun-mi including Sim Sang-jung, Bae Jin-gyo, Jang Hye-young, Ryu Ho-jung, and Lee Eun-ju, as well as lawmakers Lee Yong-bin (DP), Yong Hye-in (Basic Income Party), Kim Hong-gul and Yang Jung-suk.
On the day the bill to abolish the National Security act was proposed, the ‘National Action to Abolish the National Security Act,’ a coalition of hundreds of pro-North Korean organizations, achieved 100,000 signatures for the National Assembly’s legislative petition. Park Seok-woon, the standing representative of the left-wing Korea Progressive Alliance, is the sponsor of the petition.
They criticized the National Security Act as “a system that suppresses freedom of conscience and interferes with the unification of national peace,” citing Lee Seok-ki, a former Unified Progressive Party (a banned leftist party) lawmaker, who was convicted of plotting anti-government sabotage operations, and they also stated that, “The government and the National Assembly should not turn a blind eye to the aspirations and public sentiment of the people.”
However, such claims are unlikely to be seen simply as the “voice of the people.” This is because the “Unit Business Plan Initiative” was produced last year.
In December of last year, a reporter secured a document titled “Project Plan to Abolish the National Security Act” from a source near the office of a pro-North Korea group ‘South Korean Committee on the Implementation of the June 15 Joint Declaration’ in Jongno-gu, Seoul. The main point is that the political situation is moving in accordance with their plans to abolish the National Security Act.

According to this document, the key to succeeding in abolishing the National Security Act is to have a ‘public opinion war’. The document states that, “the key is public opinion, which should create a wide range of public opinion.”
The first action towards this end was to present the “Petition Signed by 100,000 to the National Assembly,” and the document mentioned that, “It should be completed between mid-May and August after the by-elections in April,” referring to the direction of the project.

The conditions for the ‘Petition to the National Assembly Signed by 100,000’ are specified. The proposed conditions are ▲ establish a campaign in each region to abolish the National Security Act ▲ encourage activism with regional meetings ▲ hold meetings to clarify targets for the base public organization (February-April) ▲ use public opinion polls to pressure legislation in the National Assembly in September ▲ pressure the National Assembly through a combined citizens action during the second half of the year.
