North Korean Human Rights: Challenges to Democracy

The Global Strategy Committee (Chairperson, Annie M.H. Chan) of the Peaceful Unification Advisory Council (PUAC) of the Republic of Korea, the East-West Center, the Consulate General of the Republic of Korea in Honolulu, and the Hawaii Chapter of PUAC will host a conference on North Korean Human Rights on Monday, December 4th at the Hawaii Convention Center in Honolulu, Hawaii.
The “North Korean Human Rights Hawaii Conference 2023” will be the first-time ever gathering in Hawaii of two Ambassadors representing the North Korean human rights issue from the US and South Korea – Ambassador Julie Turner, the United States Special Envoy for North Korean Human Rights; and Ambassador Shin-wha Lee, the Republic of Korea Ambassador for International Cooperation on North Korean Human Rights, who will be the keynote speakers.
Ambassadors Turner and Lee will be joined by the following noted scholars and experts: Suzanne Vares-Lum, President of the East-West Center; Ralph A. Cossa, President Emeritus of the Pacific Forum; Dr. Stephen Noerper, President of Asia Dialogue; Ambassador Morse Tan, Dean of the Liberty University School of Law; and Greg Scarlatoiu, Executive Director of the Committee for Human Rights in North Korea.
In addition to the four co-hosts, this Conference will be co-presented with the following organizations: The Pacific Forum; Asia Dialogue; the Korea-US Alliance Foundation USA (KUSAF USA); and One Korea Network (OKN).
This Conference comes at a critically important time in continuing to raise awareness regarding the North Korean human rights issue, in light of this year’s 10 year anniversary of the establishment of the United Nations Commission of Inquiry (COI), and next year’s 10-year anniversary of the release of the Report on the North Korean human rights situation; and in light of the continuing threats and provocations by the Kim Jong Un regime and China’s policy of repatriating North Korean refugees. Please join us in Honolulu, Hawaii as we hear from Ambassadors Turner and Lee and other experts in highlighting and working together to improve and enhance the human rights of all North Koreans.

북한인권, 하와이 컨퍼런스 2023
2023년 11월 22일, 하와이 호놀룰루
대한민국 민주평화통일자문회의 글로벌전략위원회 (위원장 김명혜), 동서문화교류센터(East-West Center), 주호놀룰루 대한민국 총영사관, 민주평통 하와이협의회는 12월 4일 월요일에 하와이 호놀룰루 소재 하와이 컨벤션 센터에서 북한인권에 관한 컨퍼런스를 개최할 예정이다.
“북한인권, 하와이 컨퍼런스 2023”은 대한민국과 미국 양국을 대표하는 북한인권 전담대사들이 하와이에 모여 북한인권을 논하는 첫 번째 자리이다. 미 국무부의 줄리 터너 북한인권특사와 한국의 이신화 북한인권국제협력대사가 토론자로 참석하며, 기조 연설도 예정돼 있다.
줄리 터너 특사 및 이신화 대사 외에도 수잔 바레스 럼 동서문화교류센터 회장, 랄프 코사 태평양포럼 한다 평화연구소 석좌, 스티븐 노퍼 아시아다이얼로그 회장, 모르스 단 리버티 대학교 법대 학장 (전 미 국무부 국제형사사법대사), 그레그 스칼라튜 북한인권위원회 사무총장이 토론자로 참여한다.
컨퍼런스는 위의 네 개의 단체가 공동으로 주최하며, 태평양포럼, 아시아다이얼로그, 한미동맹재단-USA (KUSAF-USA), 원코리아네트워크(OKN)가 공동 주관한다.
이번 북한인권 컨퍼런스는 유엔 북한인권조사위원회(COI) 발족 10주년 및 내년 10주년이 되는 유엔 북한인권 최종보고서 발간을 맞아 다시 한번 북한 인권 실태, 김정은 정권의 계속되는 도발, 그리고 중국의 탈북민 북송에 관한 인식을 높이기 위해서 마련됐다. 한미 양국의 북한인권대사와 인권 전문가들로부터 북한 주민들의 인권 침해 상황을 듣고 인권 개선 마련책을 논의하는 의미 있는 행사가 될 것이다.
