The April 15 General Election Fraud that Happened in South Korea in 2020 – With a Focus on 1.1 Million Fraudulent Mail-In Ballots – Is Communist China Going After the United States, After South Korea?

Good afternoon ladies and gentlemen, members of the press, and all those who love freedom and democracy.

 My name is Park Joo Hyeon, and I am an attorney leading the lawsuit to invalidate the April 15 election results. 

The reason for my belief that the April 15 election is fraudulent is because the day after the elections were held, on April 16, I saw the statistics of the results of the ballots that just could not happen logically and physically.  There are broad and consistent differences of 10 to 20% of the ballots cast during the early voting period, and on election day.  Not only in entire constituencies, but in individual dong, or neighborhood areas have these consistent and broad voting differences.  Furthermore, in the mail in vote situation, the differences are even greater for early voting ballots mailed in, and votes cast on election day. 

Early voting is made up of jurisdictional early voting and mail-in voting of the ballots; and both used ballot papers with QR codes that can be hacked by Chinese hackers, and something that the Public Official Election Act has forbidden; some of these ballot papers do not conform to regulations.  It has also been discovered that, with the Coronavirus restrictions and people standing 6 feet apart, temperature taken, voters wearing gloves, and with the printer taking 15 seconds to print the early voting ballots, that in one minute 33 people voted according to the evidence found, in other words, 1 vote every 1.8 seconds were cast, which is physically impossible. 

Huawei computer equipment, which were acquired through an unfair bidding process, were used in the election, and there were some early voting districts where the results showed ZERO votes cast, and where more votes were cast than the actual number of voters.  Faulty South Korea-made vote counting machines used in the Congo DRC, Iraq, were used in counting the April election votes, and there was an instance where 1,810 votes were read as 1,680 votes, and 170 votes were read as 80 votes, discovered during counting, and the results were changed. 

During the process of reviewing the video footage of the ballot counting, Candidate #2’s vote or a blank votes were seen to go to Candidate #1, and ballot papers that were attached together were discovered, and many ballots cast for the opposition party candidates were read as errors.  It was also discovered that Chinese nationals were hired to be in charge of some ballot counting offices.  Other evidence of fraud such as shredded postal envelopes and ballot papers were discovered also. 

In the past 20 years, there have been only 12 lawsuits for election results invalidation, but for the April 15 2020 election, there have been 124 lawsuits filed to invalidate the election results, and 1 lawsuit to invalidate the election win of a candidate.  In the past, a recount was done in two to three months, but for this April 15 election, a recount has yet to still happen even after 5 months. 

The Supreme Court of South Korea has yet to set a pretrial hearing, and they have also been silent regarding the requests to preserve evidence from the NEC servers, the ballot printers, and the electronic ballot counting machines.   The NEC still has not produced the electoral voter list, and are now even in the process of destroying the evidence of sources that need verification such as the ballot printers, electronic ballot counting machines, and the electoral voter list. 

After former Assemblyman Min and the legal team released a statement regarding the postal services mail fraud related to the ballot papers, the postal service is falsifying the data in its servers, and the NEC is trying to change the servers used in the election, and stopping the webhosting of the election data from Sept. 29 to October 4. 

A lawsuit has been filed with the Prosecution Office because of the violation of the Public Official Election Act, and the destruction of evidence, but except for a few locations, the prosecutors are all ones appointed by Moon Jae In, thus these cases are buried and a proper investigation is not even carried out. 

I will also focus on the 2,725,843 mail-in ballots that have been found to be fraudulent. 

I participated 10 times as the lead attorney in the election invalidation lawsuit filed, to preserve evidence such as the ballot holding box, surplus ballot papers, and voting records.  I discovered during this process serious problems such as the seals and ballot holding boxes were damaged, and some ballot papers were carried not in proper boxes, but some bread company boxes meant to store pastry goods. 
Especially in the process of preserving evidence under the presence of judges, I discovered early voting ballot papers that were stiff like brand new currency, and this is physically impossible. 

In the case of the mail-in ballot papers, for proportional candidate ballot papers, these are longer than the envelopes meant to hold them, so finding these ballot papers that are NOT folded, should not exist in the first place.  The NEC responded with a ridiculous lie that these ballot papers are actually ‘shape or form setting’ papers

We also found that security camera footage was missing, seals were missing on ballot boxes during delivery or storage, and no monitoring from the ballot counting office to wherever the ballot boxes were going, during its journey.  No police either, who are supposed to guard the ballot boxes; some were even delivered using regular delivery service companies. 

It was also discovered that The central server recognized that the delivery time was abnormal, and the central server entered the number of votes without even recording the number of votes per hour, and that  It was also revealed that the polling station NEC staff did not count or report separately.  The NEC also covered the security cameras in early voting polling locations with newspapers, and also responded that it was impossible to adhere to the public’s request for producing information related to the election. 

Mail in votes that were supposed to be held in boxes were found in another location at a junk yard contracted to the NEC.  Nearby were found 18,000 counterfeit South Korea passports and external hard drives, and there have been discoveries of dozens of South Korean national ID’s in several locations.  These point to the possibility of Chinese nationals being involved with carrying out fraudulent elections. 

Registered mail envelopes were discovered during the process of evidence preservation, and the registration number for this particular envelope can be looked up by anyone. 

The NEC considers the tampered seals, wrong seals, ballots in bread boxes, errors in delivery by the postal office, wrongly printed ballot papers, and other serious matters of possible fraud, as mere mistakes and errors.  So I decided to study the registration numbers of the mail in ballots to see if these were just simple mistakes and errors.
We found the beginning and ending numbers of the registration mail envelopes and captured the image and data of 2,724,653 mail in ballots, and downloaded and analyzed and put in a spreadsheet all the information such as the delivery waypoints, delivery time, date of delivery and name of recipient, info about mis-delivery or non-delivery, results of delivery, postal delivery worker name, etc. 

As a result, out of the 2.7 million of these votes, except for the 1,190 ballots that have no data, 40.4% or 1,100,672 ballots were found to be abnormal, or fraudulent ballots.  This amount is something that goes beyond just simple mistakes or errors.    We also found 31 categories of fraud regarding this. 

Considering the duplication of each type of fraud, the number was 2,214,186, so systematic and consistent, and there was a huge amount of negative votes. Abnormal mail voting did not exist evenly nationwide, and it was concentrated in the metropolitan area such as Seoul, Incheon, Gyeonggi and the mailing sent to the Sejong City NEC. It was also done in areas such as Daegu and Gyeongbuk, and 15% It seems that the manipulation rate is applied considering that 15% is the minimum ratio for refunding election preservation expenses.
When looked at in detail, names not found on the NEC employee list such as XXXXX, were found, and 19,437 cases of  such non-Korean sounding names were found, and also the postal delivery person’s names were not listed, rather other titles such as XXXXX were used, and this numbered 68,539.
From the NEC, which is a state-operated entity, the recipients that were found to be shown as spouses, were 5,097 cased; siblings who were listed as recipients were 800 cases.  There were 4,511 cases where the delivery employee’s name was missing, and 6 envelopes were not delivered at all.  This signifies that Chinese nationals who are not aware of or knowledgeable about South Korean names or norms/system, were involved.  These are errors that would not have happened if the actors involved knew the situation in South Korea. 

There is a case where the mail-in ballots that were supposed to go to the Incheon city postal office, went on a circuitous route from Gyeongju to Pohang to Daejeon to Bucheon back to Gyeongju to Bucheon to Pohang and then finally to Incheon, which is an absolutely unnecessary and needlessly long route.  The delivery route for mail-in ballots that were meant to go from Geyongju to the South Ulsan post office went through cities  that had nothing to do with the route – Daejeon and Gangneung; there was a delivery case where a distance of 27.8 km that would take 30 to 40 minutes showed in the system as having taken only 1 minute – these types of manipulated or fraudulent delivery completion status numbered 328,723 cases.
If one knows a little bit of South Korean geography, it is a path and speed that can not happen and is impossible.  This abnormal mailing route and its operational status strongly suggest that the central server was not considered and without considering geographical characteristics.
It seems as though that the Chinese hackers or participants  hacked the post office server without knowing the small size, population, and transportation system of the Korean peninsula.

There were 138,860 envelopes that had no sent out dates, and 138,853 cases of envelopes that showed the delivery result as incomplete deliveries, and 140,515 cases of envelopes shown as delivery-in-progress even though delivery had been completed, and finally 99,772 cases of envelopes that should have showed their status as ‘arrived-sent out for delivery’, instead showed their status as ‘sent out for delivery-arrived’.
5,356 cases were delivered without receiving a postal receipt, 30,063 cases were re-received after receipt, and 17,683 cases were processed at other post offices after receipt to a specific post office. There is no receipt date, and there is no receipt after receipt is canceled, or duplicated entry with different time zones of shipment-sending, arrival-attachment status can not exist in normal delivery paths, and it is judged as a sign of error in the process of manipulating large volumes of delivery status to the server.

Serious fraud and rigging happened in the April election to send lawmakers to the National Assembly, and currently former National Assemblyman Min Kyung Wook is at the center of the movement, led by a civic group he is part of, called the “4.15 Fraud Election Citizens’ Struggle Headquarter’, to conduct ‘black’ protests, one person protests, and through other various means to find the truth about what happened in the rigged election. 
However, Moon Jae In and the ruling party and their followers have instead sued Mr. Min, who has committed no wrong, and they have also sued and made the police arrest and detain a whistleblower who supplied information to a lawmaker about the rigged election, and the authorities are now using the Coronavirus as an excuse to block masses of people from gathering and protesting. 

The government is thoroughly blocking media reports on the 415 illegal elections, and the people who have been approved by the court, are being prevented from holding additional rallies and protests, and arresting these people under the guise of violating the so-called bypsy law.

Article 1 of the Constitution of the Republic of Korea stipulates that the sovereignty of the Republic of Korea is in the people, and all power comes from the people. The sacred and dignified sovereignty of the Republic of Korea through the 415 negative elections was seriously undermined and violated; especially the situation in which the Chinese were involved can be found throughout the fraud elections of April.    
The 2020. 4. 15.  fraud election in South Korea is not just a matter for South Korea. What is even more deadly and scary than the corona virus in the 2020 pandemic situation is the Chinese invasion of freedom and democracy anywhere in the world. 
The fraud election of the Republic of Korea can be a pending issue in each country including the United States.  Please let the entire world know about the 4.15 fraud elections that happened in 2020 in South Korea, carried out by the Communist Chinese and their forces.
